In Afghanistan, the Taliban historically maintained a “shadow government”: an informal parallel system of governance operating alongside the official state. This system relies on underground operatives (“Taliban networkers”) who perform functions such as gathering intelligence, enforcing local authority, and facilitating coordination between Taliban members and communities. In recent years, this shadow system has weakened, with some areas no longer actively reporting to it.
